This game is in a constant flux. A lot of the internal effects have not been described precisely on purpose, to allow readjusting it without majority of the players noticing. The overall maths keep being toyed with, and tested upon the living organism of this game community. Any piece of information needs to be regularly retested if it's to be considered non-obsolete. Bethesda ommits some of the changes they did, or attribute some hard to notice changes to other patch notes that their actual implementation, mostly to minimise the outrage. The outrage from the fact that F76 was not a single player game was extreme, and Bethesda has did everything it could to fuel it instead of clearing it.
There's a beauty in trying to stay on top of an environment that's not described at all and that's constantly changing. This game is an experiment, and Bethesda is the Vault-Tec it ridicules. The only source of information are regularly retested experiments focused on actual results achieved by different puzzle pieces.
