The Plan Mule
On all platforms, The Plan Collectors offer the "plan mule" service. The plan mule is a character with loose copies of every legitimate-tradeable plan in the game. You can visit the mule and get a definitive list of all plans that do not say "known". If you would like to visit the plan-mule, please contact us through discord or Reddit.
